History: In the fall of 2006, Allegheny County Chief Executive Dan Onorato signed a bill banning smoking in all public
workplaces in the county, including bars,
restaurants, and pubs. Shortly thereafter, the
Allegheny County Council passed several amendments
to firm up the legislation.
Council members exempted drinking establishments
where less than 10 percent of sales relate to food
and that have fewer than 10 employees, an ordinance
which has become known as "10/10." Also
exempted were events sponsored by volunteer
organizations, such as church bingos.
Finally, smoking was banned within 15 feet of the
entrance to any hospital or health-care facility.
While parts of the local smoking ban have been
delayed, new legislation on the state level is
looking to ban public smoking state-wide.
